1st Mediterranean Juniors Chess Championships

1. Organisers: The tournament is going to be organised by Libya Chess Federation under the auspices of the Mediterranean Chess Association, in Libya in the city of Ajelat. 
2. Participation: Federations that are members of MCA (listed as appendix) have right to send 1 boy and 1 girl under 20 years old (Born after 1st January 1983) for competition. 
3. Accommodation: 2 members of delegations from each federation will be hosted by full accommodation and lodging (3 meals per day). These are one boy, one girl and 1 chief of delegation (or coach).
4. Travel Expenses: Every team will pay their own travel expenses till Tripoli. From Tripoli to Ajelat Organisers will provide transportation. Libya Chess Federation offers very good discounts for participating countries from (Paris - Rome - Athens - Malta - Istanbul - Syria - Egypt - Tunis - Algeria - Morocco) to Tripoli only by Libyan Airlines. The condition is that for federation who want to get this discount should send the money 3 weeks before the departure date because Organisers will issue the ticket from Libya and they will send it to Libyan Airline office in those cities mentioned above.
5. System: Tournament will be played 9 rounds Swiss System Tournament. Time control is 90 minutes for all moves plus 30 seconds per each move (90' + 30"/move).

7. FIDE Chess Laws are valid in Tournament. Tournament will be counted for ELO and title calculations.
8. Tie-Breaks: in the case of a tie sum of progressive scores will be calculated. The highest total wins. If still tied, the first round score will be deducted, and if necessary the second round and so on. If the tie remains unbroken, then lot will decide the winner.
9. Prizes: cups and medals will award top 3 players. 
10. Pairing: Pairing will be done by SP98.
11. Appeal committee will be elected in Technical Meeting as 5 persons among the accompanying delegates of the countries that will take part in the tournament. An appeal against a decision of the Chief Arbiter will be submitted in written form no later that an hour after the end of the round. The appeal should be accompanied with a deposit of 100 Euro. The deposit will be handed to the Chairman of the Appeal Committee. In case the appeal is accepted the deposit will be returned. In case the appeal is rejected the amount will be in favour of the MCA.
